This would be Sir Winston Churchill.
Individually, no, we never leave the period of consequences. As a society, I believe last year began the consequences of crazy consumerism and risky business behavior paid for with borrowed money.
Even going back to the Bible, credit is a dangerous thing, and any society that allows it to get out of hand is in for a lot of pain.
